American senators are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the impasse appeared to recede as GOP senators floated a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.
Deepening Impact of Government Shutdown
The effect on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
Trump's Plan from Florida Resort
As Saturday's meeting got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Endorsement
Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator said.
Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the health care they want."
Democratic Reaction
Opposition senators expressed alarmed reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another senator responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an openness to an developing proposal from a small group of moderate Democrats to end the closure in return for a later vote on the Obamacare payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "need another way ahead" after Republicans turned down an proposal to reopen the government and continue the payments for a year.
Another senior Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some observers indicated that the core of such a plan would eliminate the ACA's requirement that insurance companies cover patients with existing health issues.
After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
